Role summary

We are delighted to be recruiting a Programmes & Partnerships Manager to manage and deliver our specialist services, as part of our vibrant team.

The Programmes and Partnerships Manager will be responsible for:

• Line-management of service delivery senior staff and managers.
• OSARCC services currently include counselling, ISVA services, work with young people, drop-in services, group work, and other activities.
• Some cross-organisational responsibilities as part of the Senior Leadership Team

The purpose of the role is to:

• Ensure that OSARCC delivers a range of effective services to survivors of sexual violence in line with our intersectional feminist ethos of empowering women and girls.
• Ensure OSARCC builds and maintains strong partnerships with stakeholders
• Help work towards reaching OSARCC’s vision for a world in which women and girls are free from the fear and experience of sexual violence, and supported when it does occur.

Job location (usual place of work): Hybrid – a combination of home-working and work from our offices in East Oxford (minimum of one day a week), with occasional travel across Oxfordshire

Pay Rate: £30,963.89 Actual (£38,188.80 FTE), rising incrementally with long service to £36,124.54 Actual (£44,553.60 FTE)

Job description: Main responsibilities

Programme delivery and development

Oversee the delivery and development of programmes and projects, ensuring they meet agreed aims and objectives and are delivered on time, to scope and within budget.

Provide line management, mentorship and coaching to project leads, empowering these colleagues to achieve their objectives and develop their services.

Ensure that contracts and partnership agreements relating to service delivery are managed, reported on and reviewed appropriately.

Ensure that our equality, diversity and inclusion strategy is embedded throughout our operational delivery.

Act as safeguarding and compliance lead for the organisation, ensuring OSARCC is compliant with legislation, record keeping and good practice for safeguarding, health and safety, data protection and legal practices throughout the organisation.

Coordinate the internal safeguarding team and work closely with the safeguarding Trustee to ensure all staff, volunteer and Trustees are trained appropriately.

Oversee OSARCC’s feedback processes, including complaints procedures, ensuring that those processes are accessible and effective.

Lead the recruitment and HR processes for project leads, and support recruitment of service delivery staff as required.

Partnerships

Attend and represent OSARCC at appropriate external stakeholder meetings.

Build and manage a portfolio of relationships and partnerships in line with our strategy, ensuring our position as the go-to organisation for sexual violence support in Oxfordshire.

Lead on the implementation of our satellite site plan.

Lead on new and existing partnership projects, as appropriate.

Attend relevant networking events, be a passionate ambassador for the work we do.

Maximising and evaluating our impact

Integrate OSARCC’s impact strategy with all areas of programme delivery.

Collaborate with staff to create impactful outputs and identify opportunities for the development of existing and new programmes and projects.

Champion survivor voice and involvement in the delivery, development, and ongoing evaluation of OSARCC’s services.

Oversee the impact measurement and evaluation approach of our work, reporting regularly to the board, funders and other stakeholders to demonstrate impact.

Lead on all statutory funding reporting, including the management and successful completion of complex annual reports to the Ministry of Justice.

Ensure appropriate systems are in place, and effectively managed, to enable OSARCC to be able to demonstrate quality and impact in the services it delivers.

Support the development of sustainable funding and delivery models, including working with statutory partners.

Governance and leadership

Line manage senior Project Lead posts and oversee the management and efficiency of all service delivery at the organisation, ensuring that objectives are met and strategy aims are achieved.

Work alongside Senior Leadership Team (SLT) colleagues to develop and implement OSARCC’s strategic plans, and help manage OSARCC’s brand and reputation.

Work with the CEO and Business Manager to manage organisational resource and budgets.

Maintain effective relationships with internal and external stakeholders including current and prospective donors and funders, OSARCC Trustees, local service-delivery organisations and partners, local authorities and commissioners, and individual decision makers.

Attend OSARCC trustee meetings as required, leading on reporting for programme delivery and development.

Lead on the development and review of relevant policies and procedures.

Inspire and motivate those around you, lead by example and be a passionate advocate for survivors of sexual violence.

Deputise for the CEO as required, during periods of absence and for meetings and events.

Other

Undertake supervision and attend relevant training and events, ensuring ongoing familiarity with practice and policy aimed at tackling sexual violence.

Support, promote and work in accordance with OSARCC values, policies, aims and objectives at all times.

Carry out any other work or duties that are reasonably requested.

Person specification: 

Experience

Essential

Experience of managing and evaluating support services within a voluntary, community, statutory or private social care setting

Previous experience of managing people and teams at a senior level.

Experience of managing projects in line with funder outcomes.

Experience of fulfilling complex reporting requirements for funders.

Experience of using a database, preferable DPMS.

Experience of building and maintaining positive partnerships with external stakeholders

Experience in a leadership role with Designated Safeguarding Lead responsibilities

Desirable

Previous experience of working/volunteering within the Rape Crisis/Violence Against Women and Girls sector

Knowledge

Essential

An excellent understanding of the impacts of sexual violence on individual survivors and the wider community and the support needs of women and girls who have experienced sexual violence.

Comprehensive, up to date knowledge of child and vulnerable adult protection procedures and legislation.  Trained to a Designated Safeguarding Lead level.

A thorough understanding of how complex funder reporting works, particularly for statutory funders and contracts.

Desirable

An understanding of working in the voluntary sector/violence against women sector or similar field.

Knowledge of relevant social policies and strategies.

Knowledge of budgeting and financial management.

Skills

Essential

Proven project management skills and ability to develop and manage multiple projects concurrently.

Leadership skills.

The ability to work within a shifting landscape with stakeholders with conflicting priorities.

Ability to manage an organisation whilst promoting collaborative and consultative ways of working.

Excellent organisational skills.

Excellent written communication skills and ability to present information clearly and concisely.

High degree of self-motivation and ability to work both independently and as part of a team.

Ability to cope with and contribute to a changing and developing organisation.

Excellent data management skills.

Ability to maintain clear boundaries and confidential working practices.

Sensitivity to cultural differences, and the ability to work in a diverse setting.

Ability to work within the ethos of the Rape Crisis Movement and OSARCC’s core values, and a firm commitment to equal opportunities and anti-discriminatory practice.

Commitment to professional development and willingness to undertake training required for the role.
